Bird nest ID

Bluebirds didn't nest in their box the year, but
something else built a nest in it. The nest was
composed entirely of twigs about two or three inches
long. Of course this was a very loose structure. The
twigs were all the way to the top of the entrance hole
with a definite depression for eggs.
Anyone have any ideas?
