Here's a little tidbit from a friend of mine in the USFWS:

1. CARA HEARING SCHEDULED FOR JUNE 20, 2001

The full House Resources Committee will conduct a hearing on CARA at 10:00 
am on Wednesday, June 20, 2001.  Now is the time to secure the support of 
Resource Committee members.  Be sure to thank the 30 members who are 
cosponsoring & continue to encourage the 21 others (see the full list of 
Committee cosponsors & other members below).  Remember that last session 
CARA passed the Committee with a 37-12 vote.

Organizations and agencies can & should submit testimony on CARA.  We'll 
provide you with more information about submitting testimony and the hearing 
as it comes available.

The Committee will conduct the hearing at 1324 Longworth House Office

Here is a list of the 6 new cosponsors, making a total of 197.  We are only 
21 cosponsors short of our goal.  IT IS CRITICAL TO HAVE 218 BY THE 
HEARING!!!!  Keep up your grassroots efforts and continue to encourage your

3. HOUSE INTERIOR SUBCOMMITTEE RECOMMENDS $100 MILLION FOR STATE WILDLIFE 
GRANTS

The Subcommittee, chaired by Joe Skeen (R-NM), has stressed that funding be 
provided for State efforts for natural resource protection.  Their 
recommendation is to continue funding Title VIII of the FY 2001 Interior and 
Related Agencies Appropriations Act, providing $100 million (an increase of 
$50 million from last year's recommendation) for state wildlife grants 
through the U.S. Fish and Wildlife Service.  The state wildlife grants will 
be distributed to the states through a formula based 30% on land area and 
70% on population.  The Subcommittee has also restored funding from the 
President's Budget Proposal for the North American Wetlands Conservation 
Fund (to $45 million) and for Section 6 of the Endangered Species Act (the 
Cooperative Endangered Species Conservation Fund) at $107 million as well as 
creating a Neotropical Migratory Bird Program funded at $5 million.

As you know this is just the beginning of the legislative approprations 
process and our knowledge of the specifics of these recommendations is quite 
limited - the Interior Appropriations Bill will be marked up in the 
Committee, passed through the full Committee, voted on the House Floor, and 
finally conferenced with the Senate's own Interior Appropriations Bill.

Still, at this early stage it is extremely encouraging to see an 
acknowledgement of the need to continue significant conservation funding for 
states.
