Duck migration question



I was thinking about the upcoming migration of ducks to the Carolinas and
had a question.   We usually do not see much in the way of migrating ducks
in the Raleigh area until the first week of November, give or take.
However, at Pea Island there are scores of pintail and wigeon as early as
mid to late September.  Are these ducks from a separate population that
move south at an earlier date, or is there some other reason the fowl seem
to show up there earlier?

I'm thinking about taking a trip to the Chesapeake Bay Bridge Tunnel to
view sea ducks.  I figured the first weekend in November would be pretty
good.  Does anyone have any comments on the suitability of this date?
Specifically I'm hoping to get the White Winged Scoter for my year list.
