In response to an old posting of yours, I've caught two recent
fledgling Ruby-throated Hummingbirds so far this year with short
bills that measured about 13 mm. I've recaptured both--a male and a
female--and their bills are now 15 and 17 mm, respectively.
This confirms your suspicion that at least some fledglings do have
shorter bills.
