Hawk Duo Question

On a business trip to Washington D.C., I saw two large hawks with almost
solid white breasts sitting in a tall Yellow Poplar tree, south of
Greensboro,NC off I-85. I'm guessing they could be Broad-wing or
Red-tails, but my main question is are they likely to be a mating pair
or do some males team-hunt together.(Saw that word in Sibley's) They
were equal in size.
