Yes, maybe, just MAYBE you can notice a car on a two-lane country road 
from a mile away instead of 3/4 of a mile away.  SO WHAT?  Try driving 
where I live, in Downtown San Luis Obispo, having a bunch of those dang 
DRLs coming down crowded, narrow downtown streets.  Can't you people 
understand that the effects of extra, unnecessary light sources on the 
road are CUMULATIVE?  The sun is all you need!  These extra lights just 
add extra distractions.  I've seen these things so bright that they can 
literally be eyesores.
