We normally don't assume that to happen on the freeway, where only motor 
vehicles are allowed.  To quote the original poster:

See the strict conditions he put on himself?  Rational drivers wouldn't 
go at 100 MPH where a child or a pet can run out in front of you.  Also 
note that he indicates that it depends on the car you're driving.  I 
wouldn't push my friend's 91 Tercel up to 130 MPH if conditions permitted.

Picking on the high speed per se is meaningless.  There are a lot of 
variables that come into play in determining an appropriate speed under a 
certain circumstance.  For example, driving at 30 MPH in front of a 
kindergarten around 9:00 AM can be much more dangerous than cruising on 
I-5 at 100 MPH at 2:00 on Sunday morning.
