I wonder if it isn't just that there are so few people who go through
these schools that a) there's not enough data to be statistically
significant and b) they don't have enough clout anyway.

Insurance companies don't need to justify this to you, it's the state
insurance commissions they have to convince.  And I don't think it's a
hard sell.  [Aren't they staffed by the same kind of people who think
that smoking a joint leads to heroin addiction?]  They're the ones who
determine a lot about rate structures.
