When we run into problems, it is often becasue there is pesticide residue in the soil that is keeping the biology that combats, inhibits, or consumes the larval stages from being able to return and thrive.

just becasue you add organisms doesn't mean they will survive, or grow. You have to make the habitat right for them to be able to do their thing. If your soil is compacted, and you add Heterorhabditus expecting him to do the job, think again. Won't happen until you fix your soil.

So when organic approaches "don't work", it's often because you haven't done your work of figuring the whole habitat problem.

So, tell me, how do you figure out if your soil is compacted? Have you done that examination?
