According to the copy of the CTTF report's Glossary and definitions:

"Compost Tea Additives.  Materials separate from compost and water
that are added in the process of making compost tea that are
presumeed to sustain and enrich microbial growth.  These are distinct
from spray adjuvants that are tank mixed immediately prior to
application of compost tea.  Examples include BUT ARE NOT LIMITED TO
[my emphasis} the following: molasses, yeast extract, fish-based
products, kelp, and green plant tissue."

Sounds like a definition to me. 

If you add something to "sustain and enrich microbial growth" it is a
Compost Tea Additive and therefore you need to do the testing for
each batch and any subsequent variations in order to prove your
process is free of pathogens.
