There will microbial activity all winter long. In fact, Dr. Elaine and
others have provided information showoing that most of the decay
happens in the winter months.  Your bacteria and fungi might go
dormant, but it will wake up early in the season and go to work. So the
answer is: you are not wasting tea by putting it down now.
