And the EPA doesn't know what they are talking about.
It is impossible to control the temp in an entire
pile. You will have the largest part of a windrow
reaching temp but not completely and perfectly. And
these parts are as statisticly significant or
insignificant as birds craping on the pile. The best
control is the incoming source but that is also
problematic because those who bring material in want
to get rid of it or have to get rid of it and are not
very interested in the composters problems. Depending
on their need they simply lie about what is in their
waste stream.

Reasonable care is all you'll get.
