Salary Range: $59,790 pa to $77,725 pa

Location: NARA, Office of Regional Records Services, National Personnel Records Center, 9700 Page Avenue, St. Louis, MO 63l32  (Relocation expenses may be paid.)

Duties: Plans, directs and coordinates the activities of the Military Personnel Records (MPR) preservation program on paper- and film-based records. Analyzes NARA's and MPR's program objectives and goals to develop and translate program requirements into a workable MPR preservation program.  Designs, implements, and evaluates studies regarding conditions of MPR holdings, application of new technologies for preservation, and issues related to preservation policy and planning.  Coordinates collection assessment methodologies with other NARA programs to meet the needs of conserving and preserving holdings and implementing new technologies.  Manages a subordinate staff performing in-house preservation activities.  Plans and directs staff in the examination, documentation, treatment, and preventive care of holdings.  Develops internal policies and operating procedures in support of in-house preservation activities.  Performs a wide range of functions in the negotiation of contrac!
 ts for preservation and conservation services.  Develops and executes quality control procedures for monitoring contracts and in-house preservation activities based on a reasonable knowledge of changing technologies and identified standards. Represents MPR preservation matters in a variety of meetings with high level officials in NARA, the Federal community, and/or the preservation field.  Acts as technical expert in one or more of the following areas: preservation policy, program analysis and planning, conservation treatment, preservation reformatting.  Conducts research into the policies, methods, and techniques of preservation disciplines or organizations that may be applicable to the MPR preservation program, and makes recommendations for adoption or incorporation into policies, programs, and operating procedures. Exercises personnel management authority over in-house staff.

Qualifications REQUIRED: 1 year of specialized experience at least equivalent to the GS-12 level in the Federal service. Specialized Experience is experience which has equipped the applicant with the particular knowledges, skills, and abilities to perform successfully the duties of the position and which is typically in or related to the position to be filled (i.e., experience in developing and/or implementing substantive preservation policies, programs, projects and standards on paper- and film-based records.  Examples of relevant preservation programs and projects could include the duplication, reformatting, or digitization of records; holdings maintenance; conservation treatment; and environmental monitoring.).
