Adhesive tape on photographs



I am currently working with a collection of unique photographs that was
stuck to mat board with a combination of masking tape and packing tape.
After fifteen years, the masking tape had the decency to fall off - however
- the packing tape is "gooey."  With excruciatingly slow effort the paper
part of the tape can be removed but the adhesive seems to be on for
good. It is not dry enough to scrape off with the microspatula and not even
tacky enough to ball up like rubber cement.  There is so much of it that the
decision was made to leave the tape on the back of the photo until more
knowledge is gained as to what to do with the adhesive.  The edges of the
tape even oozed small bits of goo to the image side of the photographs.
I need to know if anything works and even what to definitely not try.
