HOUSE OF REPRESENTATIVES
BIPARTISAN MANAGEMENT COMMITTEE

JOB TITLE:House Archivist/Records Manager
DEPARTMENT:Bipartisan Management Committee
PAY RANGE:Range 18
SALARY RANGE:$33,150.00 - $59,306.00


GENERAL DEFINITION: 
This is responsible upper-level professional work that focuses on creating and supervising the management and maintenance of the historical and legally necessary archival records of the House of Representatives.

A House Archival/Records Advisory Committee will serve as an advisory board to the House Archivist/Records Manager.  The Committee consists of a designee from each Member of the BMC, as well as the Executive Directors of the BMC, the Chief Clerk and Parliamentarian.  The State Archivist is to serve, ex officio.  The House Archivist/Records Manager supervises the House Records Center.


TYPICAL EXAMPLES OF WORK:  Plan, develop, and direct a comprehensive records management program for the House, including administration of day-to-day operations.  Program elements would include records scheduling and analysis, vital records protection, training and education, professional and technical assistance, operation of the House Records Center, and liaison function with the State Archives.

        Advise House regarding disposition and transfer of records to House Records Center and/or to State Archives.

        Prepare guidelines and/or handbooks for committee use that delineate House policies and procedures for the handling of records and for incorporating archival care in routine records management practices.

        Cooperate with House and caucus information managers, as well as LDPC to identify and preserve archivally valuable electronic records, as well as photographic and video records.

        Assist and educate Members and staff in proper document maintenance.

        Advise Members regarding the disposition of personal papers, including placement of papers in suitable historical records repository.  Consult with repositories and archivists regarding acquisition and handling Committee Chairmen
and Leadership papers, as well as rank and file Members.

        Consult with Members regarding arrangement, description and disposition of their personal records, including negotiating and drafting deeds of gifts or deposit agreements to historical agencies, supervising surveys, inventorying and description of political collections.

        Prepare guidelines and/or handbooks for Members and offices regarding records management and archival care of their papers.

        Work with State Archives regarding the transfer of House records to State Archives and in publishing of finding aids to House records and the preservation of House records.

        Set standards for storage arrangement for House records, photographs and videos, including building space requirements.

        Other programs as they relate to the proper retention or recording of historical information of the House of Representatives.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:  Thorough knowledge of archival and records management principles and practices, including creating strategies to promote adequacy of documentation; identifying and preserving permanently valuable records; surveying, appraising and scheduling of records; arranging, describing and conserving records; reference access policy; and research methods.

        Knowledge of Federal archival standards for governmental documents.

        Knowledge of the PA House of Representatives.


EDUCATION AND EXPERIENCE:  Graduate degree in history or program involving emphasis in archival and information science.
