Henry Ernest Cooper

I am researching a story on Palmyra Atoll, a U.S. territory in the Pacific Ocean
south of Hawaii.

Palmyra has been privately owned for more than 100 years. One of the early
owners was the Honorable Henry Ernest Cooper Sr., a judge who lived in Honolulu.
He owned the atoll from 1888 until (I believe) 1947. Cooper was politically
active and he was very involved in the annexation of Hawaii by the U.S., He made
a visit to Washington D.C. and even met President McKinley.

We would like to know more about his visit to Washington. Is anyone aware of a
collection of his papers? Such a visit may have been written up in DC
newspapers of the time and I am checking those as well.

Thanks,
