fixed archival responsibility?



A university library collection policy for databases and online journals
contains the following statement.

"Archiving: The [name withheld to protect the innocent] Library shares with
other research and educational institutions the responsibility to determine
the most effective methods for the long-term preservation of the digital
materials accessed by the Library but not stored locally. It has a special
preservation responsibility for digital resources it develops that are
unique to its collections. Resources for which specific archiving
responsibility has been established are sought; resources lacking fixed
archival responsibility are considered only selectively and under special
circumstances."

OK. What they mean is that they will purchase online journals only from
vendors who promise to keep back issues of the journals available, even to
institutions that no long subscribe to the online journal.

I was wondering if listserv members had any reaction to the use of the terms
"archiving," "preservation," and "fixed archival responsibility" in this
way.
