Another issue is timeliness. Scholars and journalists often want to publish
something in connection with an important anniversary of an event or
organization, or of the donor or creator of a collection. If they can get
access to a collection, that helps them to get a better article, as well as
the repository to get exposure. It's difficult to keep track of this kind
of information, but it can be useful.

Another issue is funding. If the repository can get money to process a
collection now, it might make sense to take the money and run with it, even
if the collection doesn't have a high priority otherwise.

An obvious consideration. There might not be enough space to process two
large collections at the same time. So if one processor is working on a
large collection, the other processors might have to be assigned to smaller
ones on that basis alone.
