This position was scheduled to close on June 12; however, in an effort to locate candidates to fill the position of Archives Specialist (Data Standards) at the National Archives and Records Administration (NARA), I am extending the closing date to June 23. POSITION: Archives Specialist (Data Standards), GS-1421-12/13 (1 position)

PROMOTION POTENTIAL: GS-1421-13; if filled at the GS-12 level, position has
promotion potential to GS-13.

SALARY RANGE: $51,204 - $79,155

SPECIAL NOTES: U.S. citizenship is required. This is a permanent, full-time 
position. This position is in the AFGE bargaining unit. This position is not a supervisory position. Relocation expenses will not be authorized. More than one position may be filled through this announcement.

LOCATION: National Archives and Records Administration, Office of the Archivist, Policy and Planning Staff, College Park, MD

At more than thirty sites across the country (regional archives and records 
services facilities, Presidential libraries, and three major buildings in the Washington, D.C., area), NARA safeguards and makes available millions of 
textual and non-textual records ranging from our Declaration of Independence 
and Constitution to a rapidly increasing number of modern electronic files.  
NARA each year welcomes to its exhibits nearly two million visitors and serves the needs of thousands of researchers. NARA assists Federal agencies in documenting their activities; publishes the Federal Register and other 
official documents; oversees Federal declassification policies; and makes 
grants supporting initiatives to document American history.

DUTIES: Using knowledge of archival theory and practices, the incumbent 
focuses on developing logical and correct standards, particularly descriptive standards, for NARA's shared information and reference systems. Participates in developing, maintaining, and promoting agency data architecture, data content and value standards (descriptive standards) for shared information and reference systems, including records life cycle and public access systems. Coordinates or participates in developing, implementing, and maintaining authorities files, controlled vocabularies, and thesauri for agency-wide information systems. Manages information files created internally and externally. Assists technical experts in coordinating data standards and performs one or more of the following: policy and program analysis and planning, workflow analysis and business process reengineering, product and project management, and agency-wide systems analysis. Develops and provides training and assistance to NARA components and staff on implementing standards. Conducts or participates in studies to analyze, review, and make recommendations regarding information resources policies and programs.

QUALIFICATIONS: One year of specialized experience equivalent to the next 
lower grade level in the Federal service is required. Specialized experience 
is experience directly related to the position that has equipped you with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. Typically, this would include experience in developing, implementing, and maintaining data architecture, data content, and value standards for information systems that included controlled vocabularies, authorities files, thesauri, etc; analyzing, reviewing, and making recommendations regarding information resources policies and programs; developing data standards policies; and developing or conducting training in data standards implementation. 
FEDERAL EMPLOYEES NOTE: Time-in-grade restrictions apply if applying under 
merit promotion procedures, which means to be eligible for the GS-12, you must have one year of Federal service in the same or related position as a GS-11; for GS-13, one year as a GS-12.

ICTAP PRIORITY CONSIDERATION: In addition to one year of specialized 
experience, displaced employees who are well qualified may be eligible for 
priority consideration under the Interagency Career Transition Assistance 
Program (ICTAP). Well qualified applicants are those who fully meet all 
qualification requirements and are able to satisfactorily perform the duties 
of the position upon entry. You must submit the following: RIF Separation 
Notice, evidence of full performance level of current position; most recent 
performance appraisal; and most recent SF-50, Notification of Personnel 
Action, to verify reassignment eligibility.

VETERANS PREFERENCE: In addition to one year of specialized experience, if you served on active duty in the United States military and were separated under honorable conditions, you may be eligible for veterans preference. Veterans who are preference eligible or who have been separated from the armed forces under honorable condition after three years or more of continuous active service may apply. Most veterans who served in the Gulf War era (August 2, 1990 through January 2, 1992) are eligible. Veterans who did not serve during this time, but whose service began after October 15, 1976, must have a campaign badge, expeditionary medal, or a service-connected disability to be a preference eligible. To claim 5-point veterans preference, submit a copy of your DD-214, Certificate of Release or Discharge from Active Duty, or other proof of eligibility. To claim 10-point veterans preference, submit a SF-15, Application for 10-point Veterans Preference, plus the documentation required by that form. EVALUATION OF CANDIDATES: If you meet the basic qualifications, an evaluation will be conducted to determine if you possess the following KSAs required for this position. This evaluation determines which candidates will be referred to the selecting official for final consideration. Therefore, you are strongly encouraged to submit a separate narrative statement for each KSA, explaining how your experience, education, training, self-development activities, appraisals, awards, etc. relates to the position. Providing this information is optional; however, you may be at a disadvantage when compared to other applicants by not addressing the following:

1. Demonstrated knowledge of national and international standards and 
practices for tracking and describing records of all media types and all 
origins, particularly government records, throughout their life cycle in 
manual and automated information systems.
2. Demonstrated knowledge of controlled vocabularies, authorities files, and 
thesauri, and the construction, maintenance, and/or application of them.
3. Demonstrated knowledge of archival, records, and information management 
principles, concepts, practices, and methods, both manual and automated, 
sufficient to identify, understand, evaluate, and propose policies and 
procedures for major program functions (appraisal and disposition, 
accessioning, description, preservation, and reference).
4. Demonstrated ability to plan, initiate, coordinate, and execute a variety 
of management studies or special projects of broad scope and complexity.
5. Demonstrated ability to communicate effectively both orally and in writing, to staff, management officials, and others.
