DUTIES: Serves as a team member in a variety of analytical studies of NARA's
policies, programs, operations, and processes, particularly in the area of
strategic planning and implementation. Specific duties include: assists with
coordinating NARA's compliance with the Government Performance and Results
Act; participates in the overall planning, direction, and development of
NARA's strategic and annual performance plans; tracks and evaluates agency
performance on plan objectives, including refinement and use of NARA's
Performance Measurement and Reporting System; prepares report to the Congress,
the Administration, and the public that communicate NARA's strategic and
annual performance goals and the progress made in those areas; analyzes and
evaluates agency budget initiatives and information technology product plans,
and integrating budges, IT projects, and annual performance plans; educates
NARA staff about the agency's planning processes; and analyzes proposed
organizational changes and maintains the agency's authorized staffing plan.
QUALIFICATIONS: One year of specialized experience equivalent to the GS-12
level in the Federal service is required. Specialized experience is experience
directly related to the position that has equipped you with the particular
knowledge, skills, and abilities (KSAs) to successfully perform the duties of
the position. Typically, this would include experience in conducting
analytical studies of policies, programs, operations, and processes,
particularly in the area of strategic planning and implementation.
FEDERAL EMPLOYEES NOTE: Time-in-grade restrictions apply if applying under
merit promotion procedures, which means to be eligible for the GS-13, you must
have one year of Federal service in the same or related position as a GS-12.
ICTAP PRIORITY CONSIDERATION: In addition to one year of specialized
experience, displaced employees who are well qualified may be eligible for
priority consideration under the Interagency Career Transition Assistance
Program (ICTAP). Well qualified applicants are those who fully meet all
qualification requirements and are able to satisfactorily perform the duties
