Reference Hours



I am requesting information regarding institutional policies on the hours
open to researchers and whether or not an appointment is needed.

I have a researcher who is unhappy that we have slightly shorter reading
room hours than our work hours (10-4:30, rather than 8-4:30), and that we
require an appointment (although we will take drop-ins if we have the room).
The institutions he is comparing us to tend to be large with staff dedicated
to the reference desk.  Our situation:  small staff for a records
center/archives (4 fte),  2 of which provide reference as a *part* of their
job.

Those of you with a similar situation, what are your policies for hours and
appointments?  Any help will be appreciated.  I have to write a letter to
this person and I would like to have some background on other institutional
policies.
