Pet owners find little comfort in vanishing veterinary records
http://www.timesdispatch.com/business/maria18.shtml

By Maria Howard
Consumer Watch
Pet owners who went to Pet Care and Comforts Ltd. off Hull Street Road for
veterinary services might find Fido's vaccination schedule a bit of a
guessing game for the next couple of years.
The veterinary office, in Chesterfield's Victorian Square shopping center,
closed in mid-April without notifying customers. And despite repeated
efforts, the Virginia Board of Veterinary Medicine and bankers involved in
the closing have been unable in recent weeks to contact the owner. They also
have not been able to gain access to thousands of missing pet records.

The Minnesota attorney general's office has no immediate plans to follow
Wisconsin's crackdown on agencies that charge excessive fees for access to
public documents.
In Minnesota, the more pressing problem is to ensure the public has access
to the information to which it is entitled, said John Stanoch, the state's
chief deputy attorney general. He noted the results of a recent Minnesota
Society of Professional Journalists' survey, which found that about 57
percent of county jail officials and 28 percent of school district employees
violated state law when asked to produce the previous night's jail logs and
superintendents' salaries and benefits.

by John Cichowski
After 2 1/2 years of controversy and delay, a Senate bill that would
strengthen the New Jersey Open Public Records Act was unexpectedly tabled in
committee Thursday, and at least one opponent was predicting it will die
there.
"I wouldn't vote for this bill in its current form," Judiciary Committee
member Norman Robertson, R-Clifton, said after the vote, "and I know a
majority of this committee is unhappy with it, too."

High-tech tools lower guard on security

WASHINGTON -- People used to guard highly classified documents with their
lives.
Nowadays, national security secrets are getting lost or left in homes, taxis
and train stations.
The reason? When secrets shifted from paper to electronic files, the new
technology allowed workers to carry their offices with them. But they forgot
to bring a sensitivity to security.

OTTAWA - Canadians reject the idea of releasing historical census data that
the government gathered under promises of confidentiality, suggests a newly
released focus group study prepared for a federal panel.
The study found people objected to retroactively changing the law to allow
disclosure of individual answers from the 1906 census and subsequent
population surveys.

At about 1 a.m. today, North Dakota State University librarians began wading
through 1 to 2 feet of water in the basement of the main library to save as
many rare and valuable documents as they could.
When more water came rushing in through shattered windows, they were forced
to evacuate and abandon the precious books.

Eastern bloc secrets help spycatchers mop up legacy of betrayal

If US Army Colonel George von Trofimoff had been as careful in retirement as
he was when operating as a fully fledged spy for Russia, he might never have
been arrested in last week's dramatic sting operation by the FBI.
Mr Trofimoff, who was so cautious during his 25-year career of betrayal that
he even returned a miniature camera to the KGB fearing it might give him
away, fell for one of the oldest tricks.

Digital data transfer technology may bust fax machine sales boom
http://www.ardemgaz.com/tech/D3bfax19.html

by Brad Foss
Associated Press
NEW YORK -- To understand why predictions of a paperless society have not
come true, just take a look at the fax.
Despite new technologies that make it easier to send information
electronically, sales of fax machines continue to soar.
But analysts warn that the popularity of fax machines could wane in the
years ahead, thanks to a nascent technology that enables computer files to
be transmitted over the Internet directly to a printer.
