looking for web site link policies



This query is directed toward government agencies and departments that
maintain links on their web sites.

According to an article that appeared in a local paper today...

When Cookeville, TN established its municipal website, it contained links to
other web sites that contained useful information: some were non profit,
some were for-profit.  Enter a citizen who wanted the city to provide a link
to his site.  The city said "no," which led to a Court battle and
development of a link policy.  Though the policy was found "reasonable," the
Court also ruled that the policy was initiated to block link access to the
controversial views being expressed by the individual.

If there are any institutions out there that have developed "web link
policies" I would be most interested in obtaining a copy.  Looks like
something we should do!
