The National Archives and Records Administration is accepting applications for 
the following position under a Delegated Examining Authority.  Civil service 
status is not required to apply. U.S. citizenship is required.

Status candidates who wish to be considered under both merit promotion and 
competitive procedures must submit two (2) complete applications.  When only 
one (1) application is received, it will be considered under Merit Promotion 
Announcement #N 01-03.

POSITION: Preservation Programs Manager, GS-1001-15 
          
PROMOTION POTENTIAL: None

SALARY RANGE: $84,638 to $110,028 pa*
(*New employees generally start at the minimum rate.  Candidates with prior 
federal service may start at a rate above the minimum.)

LOCATIONS:  NARA, Office of Records Services * Washington, DC, Preservation 
Programs, 8601 Adelphi Road, College Park, MD. 
(Recruitment bonus and relocation expenses may be paid.)

needs of thousands of researchers.  NARA assists Federal agencies in 
documenting their activities; publishes the Federal Register and other 
official documents; oversees Federal declassification policies; and makes 
grants supporting initiatives to document American history.

ABOUT US: The headquarters site for the National Archives and Records 
Administration (NARA) is a new, state-of-the-art building in suburban 
Maryland.  Adjoining the campus of the University of Maryland, NARA's building 
is located in a wooded area that offers both beauty and privacy yet has 
convenient access to urban amenities and to the Beltway.  Pleasant working

DUTIES: Serves as Director, Preservation Programs with responsibility for 
planning and directing NARA's nationwide preservation, conservation, and 
reproduction programs, to include developing program objectives, priorities 
and goals, monitoring accomplishment of goals, managing/allocating the 
preservation programs budget, and supervising/directing staff.  Formulates, 
coordinates, and implements policies relating to preservation and its impact 
on such fundamental archival, records and information processes as records 
storage, appraisal, acquisition, arrangement, description, retrieval, and 
public access.  Plans and implements research and development activities and 
directs programs to assess the application of new technologies to archival 
preservation, conservation, and reproduction activities.

QUALIFICATIONS REQUIRED: 1 year specialized experience equivalent to the GS-14 
level in the Federal service.  Specialized Experience is experience which has 
equipped the applicant with the particular knowledge, skills, and abilities to 
perform successfully the duties of the position and which is typically in or 
related to the work of the position to be filled. Examples of qualifying 
experience include: developing policies and procedures for an archival 
preservation, conservation, and reproduction program; planning or directing 
archival preservation, conservation, and reproduction activities; developing 
and evaluating archival standards, methods and procedures for preservation, 
conservation, reproduction, and storage of records; applying knowledge of 
archival and preservation practices to complex archival decisions affecting 
the long-term preservation of permanently valuable records, etc.

EVALUATION OF CANDIDATES: If you meet the basic qualification requirements, an 
evaluation will be conducted to determine if you possess the following 
knowledges, skills, abilities, and other characteristics (KSAO's) required for 
this position.  This evaluation determines which candidates will be referred 
to the selecting official for final consideration. As credit may be given for 
experience, education, awards, training, appraisals, self-development 
activities, etc., carefully describe each as it relates to the position being 
filled.  (Please limit responses to one page per KSAO.)

1. Demonstrated ability to manage an archival preservation program to include 
the direction of staff, allocation of resources, development of policies, 
procedures, objectives and goals, etc.

2. Demonstrated knowledge of the technical concepts related to the 
deterioration or conservation of paper, photographic film, magnetic tape, 
and other archival media, and the effective results of preservation 
methods.

3. Demonstrated knowledge of archival theories, principles, practices, and 
literature concerning archival functions and of their impact on the 
preservation, conservation, storage, and reproduction of archival 
materials.

4. Demonstrated ability to communicate orally.

5.  Demonstrated ability to communicate in writing.
