We've been involved with the migration of photographic libraries to
electronic archives, on behalf of a number of public and private
institutions, for several years now.  There are a number of issues involved
in addition to the questions you raise.

My experience has been that most of the issues and missteps can be avoided if
there is a clear understanding of the ultimate goals at the onset of the
project.  In other words:  what is the mission?  What are you trying to do?
Are you looking for archival preservation?  If so, preservation of the images
as they are now, or as they should be (i.e., are they to be cleaned/color
corrected/restored)?  Are you looking in increase accessibility & use of the
collection?  Are you interested in a commercial component so that the overall
costs may be offset?  Will the output to be electronic?  Photographic?
Paper-based?

Once the mission is truly defined, the answers will flow.  One dpi/file
size/format for preservation; a different configuration for web-based publi
shing; still another for distribution and use as a commercial product
offering; perhaps yet another if you're trying to accomplish more than one
objective.

This doesn't really answer your original question, but maybe it will help
down the line a bit.
