A good reference for various conservation and preservation concerns ,
including how to unroll archival material is the book by Mary Lynn
Ritzenthaler titled Preserving Archives and Manuscripts.    Appendix D
in the book gives detailed instructions with illustrations for
humidifying and flattening rolled and folded items.  One caution, if the
photos include silver gelatin prints, the emulsion may possibly be very
moisture sensitive and could soften when exposed to the high humidity
required to relax the roll.  So take care when drying them after the
humidification, so that they don't stick to the blotting paper.  I would
recommend you seek advice or guidance from a conservator in assessing
this before undertaking the procedure yourself.  The book is available
