Public institutions must be careful in what they charge for services. Many
states allow only the institution to collect the actual costs incurred. For

read it carefully as the letter lays out how the costs are determined and
calculated. I'm not saying that yours should be this way, but in determining
your fees you need to do detailed work like this.

Don't just use your hourly wage. The correct figure should be your hourly
wage + burden (benefits) + utilities + whatever = Hourly research fee

Also consider if you will charge a minimum amount quarter-hour, half-hour or
whole hour?

I agree with Paul that about actual costs for photocopying etc.

Can you have your research revenues remain with your department? or must
they go into the University's general fund? If the funds received can stay
with the archives, you can state the fees charged go to support the archives
activities. Just don't let them reduce your budget based by the amount of
fees received.
