Budget for Archival Boxes

At a time when budget for equipment is larger than the budget for
supplies, I am attempting to make the argument that archival boxes
are an equipment item because (1) they become part of the materials,
(2) they are a storage medium like shelving or filing cabinets, and
(3) they are reused more often than replaced. I may be treading
on thin water here...but...

I would be interested in hearing from any institution that has purchased
archival boxes out of "equipment" funding lines. When I was at the
University of Illinois at Springfield in the 1970s, we did indeed use
equipment funds one year to purchase archival boxes.
