      The failure of local officials to consistently
      provide access to public documents has sparked
      renewed interest in a proposal to establish an
      independent commission focused solely on
      administering the state's records laws.

      A number of area state legislators said they are
      interested in examining the plan in light of a
      Globe West survey that found nearly three-quarters
      of municipal agencies flout the state's public
      records laws.

      A group of South Shore residents opposed to the
      Massachusetts Bay Transportation Authority's plans
      to restore commuter rail service to the Greenbush
      section of Scituate has filed suit against the
      agency and the state, claiming "repeated failure to
      comply with public records requests." The lawsuit,
      which the Advocates for Transportation Alternatives
      said was filed yesterday in Suffolk Superior Court,
      comes as the MBTA finalizes plans for the $410
      million project, which could begin operating by

      Many municipal executives said their
      administrations' failure to comply with the
      requests during the Globe's survey were aberrations
      or illustrated their staff's unfamiliarity with the
      law.

      "There are a lot of laws that are constantly
      changing, and yet we are expected to keep up on
      them," said Michael Sullivan, Medfield's town
      administrator. "I would rather have my staff err on
      the side of caution than hand out something we
      shouldn't."
