for discussion about important matter Sandy Nozick!

Check the state web site. The spirit of open government
and public records FOI freedom of information principles
would be expressed in that legal language
http://www.nfoic.org/web/index.htm

Also consider The Library Bill of Rights

and Guidelines for Behavioral Performance of Reference
 and Information Services Professionals

Encouraging discussion about state public records freedom
of information, sunshine open government, public meetings,
intellectual freedom, archives and records management
benefits public libraries users, public libraries
personnel and public libraries unions collective bargaining
 labor relations advocates.

States set standards for records management and access
for state and local government agencies, for example
http://www.archives.nysed.gov/services/recmgmt.htm

Ironically, our cities' public libraries have flouted
their very communities missions and mandates
censoring by denial of service at reference desks
when reference desks could respond to enquiries
with our cities' public libraries' very own public
 records!

It's signal where our cities' public libraries flout
the spirit of these principles when our city halls
also flout the principles of sunshine open government,
Boston Public Library and Boston City Hall, for example.

Advocate for improving transmittal of city documents to
our cities' public libraries that democracy is better
served for people who want to read and learn more about
 our local government.

Cheers! and kind regards,

Our department keeps a Daytimer-type book to pass along
     information to other department staffers.

Typical entries include news such as: #2 printer won't
print, new bus maps are under the counter, YA program
from 1230-2 today, and an occasional one-liner
     designed to amuse ourselves.

It is written by us, for us, and would be
unintelligible to the public, if not other
departments, for the jargon, the background knowledge,
     etc.

     Entries are unsigned, of course.

To our astonishment, we are being told that this book
could be construed as a public record.

It neither deals with patron nor financial records,
nor is it correspondence in the legal sense (sent
electronically, by US mail or courier).

I don't claim to be Clarence Darrow, but isn't this
definition of public record a little extreme?

Thanks in advance for a reality check.

    Sandy Nozick, Reference Librarian
