I'm a 1-person staff of the Field Records Library.  I keep paper copies
of reference questions plus answers for 5 years (current  plus 4).
However, I keep Congressional requests longer (I'm not sure how
long that will be, since I don't get very many).  I keep Freedom of
Information Act requests for the long term - this might be equivalent to
any
requests you get, as a state office, related to Open Records laws or
similar. Our statistics are compiled monthly, and I keep those
compilations permanently.
Off the top of my head, I could see a selective group of questions and
answers
 - common and not so common and problematic - having use as a training
tool.  The record of Freedom of Information Act requests/Open Records
law-related requests would be proof of having fulfilled the request/the
legal mandate and show what materials were provided.
