Well, I've done this before, but I guess I'll suggest it again - have you
thought of Inmagic's DB/Textworks?  I believe it will do all the things
Access will, and is far easier to program.  I admit that your situation is
far more complicated than any I've dealt with personally, but it is a well
designed relational DB system that is versatile and easy to learn, certainly
for basic functions (which will make life easier on your temps/student
workers)

Add Webpublisher, Inmagic's web interface software, and you should have a
fairly straightforward time of moving your data to a web environment.  I
don't know how the issues Jason brought up about ODBC and other techie
details play out with Inmagic (heck, I didn't understand half of what he
wrote :) ), but those are questions your tech people can handle anyway.
Webpublisher will allow custom designed web search screens, so you can have
it fit your current web look.

The downside of the software is it's certainly more expensive, particularly
if you need to have multiple users at one time (a single node is fairly
reasonable) but I feel like it's worth the price - I've had too many
frustrating experiences with Access.  I've had a lot to say about Inmagic on
the list in the past, so if you want to get my take on it, try a search of
the list archives using my name & Inmagic as parameters.
