Public Libraries and Use Fees

Could public libraries with photograph collections please let me know
whether you charge a use fee for photographs? If you do charge for use,
what are your fees?

Our administration has asked us to explore what other repositories in our
area charge for use of photographs etc. in publication or broadcast, but
these repositories are all academic libraries or privately funded. Before we
give them an answer, I would like to know what other public libraries are
doing.

NOPL has never charged for use of photographs in publication, broadcast (or
whatever other use) -- and we in the archives would like to keep it that
way.

Please note that this question is for PUBLIC LIBRARIES only. (And, of
course, they want an answer from us by the end of the week.)

Thanks,
Irene
