The National Archives and Records Administration is accepting applications for the following position under a Delegated Examining Authority.  Civil service status is not required to apply.  U.S. citizenship is required.

Status candidates who wish to be considered under both merit promotion and competitive procedures must submit two (2) complete applications.  When only one (1) application is received, it will be considered under Merit Promotion Announcement #SL 01-42.

POSITION:   Archivist, GS-1420-11	

PROMOTION POTENTIAL:   None

SALARY RANGE:   $40,236 to $52,305* per annum
(*New employees generally start at the minimum rate.  Candidates with prior federal service may start at a rate above the minimum.)

LOCATION:  NARA, National Personnel Records Center, Military Personnel Records, 9700 Page Avenue, St. Louis, MO.
(Relocation expenses will NOT be paid.)

At more than thirty sites across the country - regional archives and records services facilities, Presidential libraries, and three major buildings in the Washington, D.C., area - NARA safeguards and makes available millions of textual and non-textual records ranging from our Declaration of Independence and Constitution to a rapidly increasing number of modern electronic files.  NARA each year welcomes to its exhibits nearly two million visitors and serves the needs of thousands of researchers.  NARA assists Federal agencies in 
documenting their activities; publishes the Federal Register and other official documents; oversees Federal declassification policies; and makes 
grants supporting initiatives to document American history.

ABOUT US:  This facility, which provides storage and reference service on the military personnel and medical records of retired and discharged veterans of the United States Armed Forces, is located in suburban north central St. Louis county with easy access to major interstate highways, Lambert International Airport, and the many amenities of the St. Louis metropolitan area.  The facility has a full service cafeteria, fitness center, jogging path, free parking, and a childcare center. 

DUTIES: Evaluates records for their possible historical, research, other values that may lead to their permanent retention by the government.  Plans and develops finding aids for historical materials with complex subject matter, obscure administrative history, or complicated organization.  Conducts research in original records and secondary sources; prepares introductory narratives containing information concerning the history of the creating agency/organization; describes series and subgroups within the collection of materials, or within the record group, in terms of subject- matter content, arrangement, volume, and chronological span; and supplies appropriate cross-references.  Interprets and applies authorized disposition 
standards to Federal records; ensure appropriate arrangement of records and prepares or reviews descriptive information about records.  Recommends themes for exhibits, works to incorporate selected documents and/or audio-visual materials in exhibits, and prepare background material and captions for materials to be exhibited.  Provides records, materials, information and professional research guidance to researchers, performing research in, and reference service on, large and complex collections of pre-archival and long-term temporary Federal records.  Prepares replies to letters from students, scholars, writers, and government and private researchers who request information on historical matters or who wish to know the nature and extent of materials available relevant to their area of interest.  Prepares recurring and special reports, studies, and other paperwork relating to archival administrative matters.  Performs archival functions as required, including accessioning, disposal, and preservation of Federal records.

QUALIFICATIONS REQUIRED:

QUALIFICATION REQUIREMENTS: Applicants will be rated on the extent and quality of their education and/or experience according to information provided in their application forms.  To be rated eligible, applicants must meet the basic requirement AND one of the additional requirements described below.

Basic Requirement:
Education:  Candidates must have completed a full 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included 18 semester hours in the history of the United States and/or in American political science or government, and 12 semester hours in one or any combination of the following: history, American civilization, economics, political science, public administration, or government.

        OR
Combination of Education and Experience: At least 30 semester hours that included courses as shown above, plus appropriate experience or additional education. 


Additional Requirements

Specialized Experience:  One year of professional experience equivalent to at least the GS-09 level of the Federal service.  This experience must have equipped the applicant with the requisite knowledge, skills, and abilities to successfully perform the duties of this position.  This experience must have been professional experience in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the specialized experience requirements:  (1) Experience as an archivist in Federal, State, church, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science or in a directly related field such as history, government, economics, political science, international relations, or international law.
                             OR
Education: Three full years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree in history, archival science, library science or a related field.
                              OR 
Combination of Education and Experience:  A combination of specialized experience and successfully completed graduate level education as described above is also qualifying.  Only graduate level education in excess of the first two years may be used to meet the qualification requirements for this position under this provision.

EVALUATION OF CANDIDATES: If you meet the basic qualification requirements, an evaluation will be conducted to determine if you possess the following knowledges, skills, abilities, and other characteristics (KSAO's) required for this position. This evaluation determines which candidates will be referred to the selecting official for final consideration. Therefore, you must submit a separate narrative statement for each KSAO, explaining how your experience, education, training, self-development activities, appraisals, awards, etc., relate to the position. (Note: Failure to submit this information will result in an ineligible rating. Please limit narrative to one page per KSAO.)

1. Demonstrated professional knowledge of archival principles, methods, and techniques as relates to appraisal, arrangement, description, reference, accessioning, and/or disposition.
2. Demonstrated knowledge of the history of the United States, with an emphasis area in military history, institutions, and organizations of the Federal Government.
3. Demonstrated knowledge of professional archival/historical research methodology and practices.
4. Demonstrated ability to communicate effectively orally and in writing.

- Education. Due to the basic education requirement, you must submit a copy of your college transcripts.  Failure to do so will result in an ineligible rating.
