DESCRIPTION OF WORK:
Vacancy exists in the Archives and Records Section, Government Records
Branch. Employee supervises the Local Records Unit and is responsible for
managing and directing a full range of records management services to public
officials in the counties and municipalities of the state. Employee directs
the revision of records retention and disposition schedules; prioritizes
resources for unit; and consults with officials regarding records and
information management, electronic records issues, public records concerns,
micrographics and imaging technologies, records filing and storage systems,
and disaster recovery and assistance. Other duties include working with
agency staff to develop technical guidelines, representing the agency at
conferences or training workshops, serving on in-house committees and/or
task forces, and working closely with branch personnel to ensure the
efficient and effective completion of goals and objectives. Employee
directly supervises records analysts in Raleigh and in field office in
Asheville, NC, and field microfilmers. Overnight travel required to visit
local offices and to work with field staff.

KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of records management techniques and practices, including
electronic records management principles. Thorough knowledge of organization
and operation of North Carolina local governments. Thorough knowledge of
laws and regulations pertaining to public and historical records, and of
state and national guidelines for reformatting records. Knowledge of
personnel management. Ability to communicate effectively. Proven ability to
organize and prioritize projects. Ability to plan and organize the work of
others. Ability to establish and maintain effective working relationships
with agency and department officials. Ability to use personal computers and
allied software. Familiarity with on-line resources, including the World
Wide Web. Additional experience in records management/archival management
preferred. Certified records manager (CRM) preferred. Master?s degree in
public administration, public history, business administration, history, or
a related information science (such as MLS) preferred. Valid North Carolina
driver?s license required.

TRAINING AND EXPERIENCE:
Graduation from a four-year college or university and three years of
progressive experience in archival records or records management, preferably
with one year in an advanced, specialized, or supervisory capacity; or an
equivalent combination of training and experience.
