Copyright Question



I have a question concerning copyright of intellectual property in
someone's papers.  If X's papers include articles that he wrote for the
local newspaper while in its employ, even though our archives owns his
papers, the copyright of the articles he wrote for the newspaper would
still be held by the newspaper.  Is my assumption correct?  Am I also
correct in assuming that an author who wishes to quote from the articles
X wrote would first need the newspaper's permission?  Where might I find
more information about this issue?
