Gerrianne, etc.  I am glad you provided a serious response to the questions.
I will keep it on file, because I am in the process of getting moveable
shelving, and we have hire an engineer to ascertain the load bearing
capacity of our floors.

Actually a colleague at a military archive in town asked for the
information.  His building is being renovated and everything has to be moved
out for two years. He deosn't have easy access to a scale, and I thought
that with all the knowledge this group has, we might have an easy answer for
me.

Well I will put forth my own answer for the next person who may need to
know.

A cubic foot of paper weighs between 43 and 47 pounds (depending on letter
or legal.)
A cubic foot of photographs - just plain paper based photographs with no
negatives - 35 pounds.
And a cubic foot of videotapes (actually Betacam) weighs 26 pounds.

Thank you all for your help.  Now the movers will know why their backs ache
after a day of moving an Archive.

Umm, at the risk of being stupid (and, shame on me, on-topic) why not get a
scale?  Or take it to a post office, on the assumption their scales are well
calibrated.  Bear in mind that some boxes are more full than others ("Four
legs good, two legs better!"), but assuming you have enough leeway to be off
by a few ounces per box, a general weight should be worth something,
shouldn't it?  Of course, a few ounces per box multiplied by a few thousand
boxes adds up, but...
