AREA OF CONSIDERATION:  DCAA-Wide, DoD Career and Career Conditional
employees in the Washington, D.C. metropolitan commuting area.

DUTIES:  The incumbent serves as a Management Analyst for DCAA in the area
of improving the effectiveness and efficiency of the agency's organizational
structure and the Information Resource Management (IRM) Programs.  Routinely
assigned highly complex projects that cross occupational and organizational
lines within the agency as well as produce a finished product that has a
substantial impact on several aspects of the IRM Programs and the
organizations of the Agency.  The incumbent applies generally accepted and
emerging management theories, principles, and practices when analyzing,
managing, and evaluating programs related to organizational design and IRM.
 Monitors, analyzes, and evaluated both DoD and DCAA projects for potential
impact of the Agency as well as formulate and articulate the position of
DCAA based upon the results of the analysis.  As a technical expert,
develops policies and procedures for assigned programs as well as directs
and manages it's implementation; develops training material and conducts
necessary training regarding the subject matter; reviews and evaluates
assigned programs and determine whether they are efficient and effective.
Incumbent plans, performs, or directs management studies of Field Audit
Offices (FAO), regional offices, and headquarters DCAA to enhance or improve
the overall efficiency, effectiveness and productivity.  Ensures that the
evaluation include the entire program being analyzed, what systems are being
used (including subsystems), and what procedures are needed for:  1)
collecting, storing, retrieving, transmitting, and reporting administrative
and audit information; 2) establishing and controlling access to and release
of agency information; and 3) ensuring that IRM activity practices are
efficient and effective.

BASIC QUALIFICATIONS:  Applicants must meet the minimum qualification
requirements as stated in the OPM Qualification Handbook and this
announcement.

SPECIALIZED EXPERIENCE:  Experience that has equipped the applicant with the
particular knowledge, skills and abilities (KSA's) to perform successfully
the duties of the position that is typically in or related to the position
to be filled.  To be creditable, must have 52 weeks of specialized
experience equivalent to at least the next lower grade level in the normal
line of progression for the occupation in the organization.  Examples of
qualifying experience can be found in the duties section of this
announcement.

DRUG TESTING DESIGNATED POSITION:  This position may be a "testing
designated position".  The selectee may be subject to random drug testing in
accordance with Agency guidelines.



SECURITY:  This position is designated as Critical sensitive.  Applicants
are subject to background investigation and must meet security standards for
assignments to such positions and access to classified information.

TIME-IN-GRADE REQUIREMENT:  Must be met by closing date of this
announcement.

EVALUATION FACTORS:  Candidates will have their experience, pertinent
education, training, awards, self-development and performance appraisal
rated against the following job-related factors and will be required to
address each factor in a narrative statement.

1.Working knowledge of management principles and techniques necessary to
develop and maintain a successful administrative management program in at
least three of the following information resources management functional
areas:  records and files management; publication management; information
and reporting requirements management; forms program; correspondence
management; mail management; FOIA and Privacy Act (PA) programs; and
electronic records management program; with special emphasis on DoD IRM
programs, FOIA and Privacy Act, and electronic records management program.

2. Knowledge of qualitative and quantitative principles, concepts, and
practices used in organizational assessment and design.

3. Experience in analyzing complex problems and developing and implementing
administrative policies and procedures, which result in successful
solutions.

4. Ability to plan, organize, and coordinate a wide variety of Agency-wide
administrative support programs.

5. Ability to communicate both orally and in writing.

promotion, pay adjustment  etc.)
 Your current performance appraisal or last received
 Narrative statement addressing the Evaluation Factors (1-5) (on bond
or lined paper).
