low quality digital files and prints



I am beginning to receive donations of low resolution digital prints and
files.  One I received this week was interesting in that it is our first
"hispanic" image.  Unfortunately, there appears to be a strange pink stain
on the image.  And that is only one problem I would note if I were doing QC
on the image...

My first choice would be for the individual to loan us the original so we
could have a 4x5 copy negative made because (unfortunately) not everyone who
owns a scanner is able to produce a quality scan:-(  And I wonder if
accepting whatever comes our way in form of low end digital doesn't in some
way cut our chances of acquiring a high quality reproduction through loan.
Still, I suppose some would argue that some image is better than no image at
all.

So my question is, "Has anyone developed a policy or guidelines on these
types of materials?"  If not, what are your thoughts?
