Interestingly, the no effect levels  in the EPA petition for tolerance
for the levels predicted for  food made from  sprayed produce. The farm
worker or food handler does not seem to have ben considered.  From the

"Rat birth defects study:Developmental changes noted at the high dose
were increased incidences of dilated renal pelvis and cervical ribs with
no cartilage. Rabbit birth defect study: An increased post-implantation
loss was also observed at the mid and high doses due to an increase in
early resorptions.
Subchronic toxicity in rats, mice and dogs: all three species were
decreased food consumption and body weight gain and a thickening of the
duodenum. Anemia occurred at high dose levels in both rats and mice with
accompanying extramedullary hematopoiesis of the spleen in rats. In rats
only, a finding of liver cell hypertrophy was indicative of a
physiological response.
chronic toxicity  dogs: Diarrhea was observed throughout the study
period for both sexes. High dose males and females initially lost weight
and body weight gain was decreased for the entire study period for
females. Hematological changes observed were an increase in white blood
cells in males, and an increase in platelets in both sexes at the high
dose."
Such effects were judged to be of no concern by the bureaucrats, but I
have taught university level environmental toxicology and I regard such
findings with respect and concern, particularly to those most directly
effected.
Turning to your thought that the rust problem may not be serious. The
rust has been a serious problem  all over the world except North America
until now. It seems most prudent to prepare for the worst because the
commercial soy varieties are so genetically uniform!

Why do you think that pyraclostrobin is "implicated in birth defects
and cancer"?  All the studies I can find end with the same conclusion:
"Acceptable, No adverse effects."

The petroleum solvent is clearly more hazardous than the fungicide in
the "Headline" formulation.  Granted, one should be careful handling
these formulations, just as one is careful pumping gasoline or
kerosene.

The strobilurins represent a less toxic alternative compared to the
triazoles and dithiocarbamates.  Plus, they are more efficacious for
many uses than the older fungicides.  That means less sprays and higher
disease thresholds before application is commenced.   Wouldn't you
agree that development of the strobilurins was a good thing?

Regarding the disease, I don't think people should jump to the
conclusion that soybean rust is going to be a disaster, or that it will
require large-scale spraying.  The chemical companies may try to cash
in on fear and uncertainty about the disease.  But soybeans seem able
to hold their own against all sorts of adversity.  We will have to wait
and see about the seriousness of soybean rust in the midwest.
