Because Kestrels do "hover" while searching for prey, one of their older
names was "Windhover". They cannot hover in still air but need at least a
slight breeze. I believe this is the only falcon to do this.
The Red-tailed Hawk can hold almost motionless in the wind but does not flap
it's wings. Hawk watchers call this "kiting". It is useful in identifying
the Red-tailed at a distance.
