Tern-skimmer colony: request for ideas

Regarding the tern-skimmer colony at the Rachel Carson Reserve, Beaufort,
NC. After the situation yesterday, we have begun to consider sand fencing,
or silt fencing, or something similar, to keep the young in a restricted
area. The present roping keeps (most) people out, but doesn't keep the
birds in. We will need to include a small area of moister flats where the
birds can go when the sun is very hot. Does anyone have experience with
something like this? I can figure out the pros here, but wonder what some
of the cons might be: young getting out and not being able to get back in,
etc. On balance though, it seems like a good idea for this particular
situation.
