When Bob Rae's Ontario government discovered that photo-radar wasn't
generating as much revenue as anticipated, they dropped the threshold (I
believe to <10kph, with announced intentions of 'zero tolerance' if the
money didn't start rolling in).
Photo-radar is an effective revenue-generator, as the machine does not
miss speeders while tied up writing a ticket.
I question its contribution to safety, at least as (ab)used in Ontario.
I've seen some amazing evasive action (brake hard and swerve) taken when
people spot the radar van hidden behind the bridge abutment.
btw I've received a few tickets for 50kph in a 40kph zone, but that was
in the city and, as the officers explained, was a matter of meeting quotas.
