If DRLs are going to save you from a head-on while passing, you shouldn't be
passing at that point. If there's any question at all that you MIGHT come
CLOSE to having a head-on, then it's a bad idea.

Not turning your headlights on at night is both dangerous and illegal. Laws
forcing people to drive safely are good. Laws forcing people to always do
things which will only rarely increase safety (and when the proper times are
quite apparant) are bad.
