I seem to remember the 30 minutes as a recommendation from some soil foodweb
folks a few years ago -I apologize to them if I am giving out mis-
information! Also I was told that chlorine can dissipate merely through the
action of spraying it through the hose at a distance -for example if you
were adding water to your compost pile -standing a few feet from the pile is
sufficient to degas the water. -Eileen
