Good points. To fully sterilize something requires nothing living left, including spores and dormant stages. Cooking certainly moves us in that direction, but fully sterile? Not if there are dormant stages such as spores left in the meat. But the cooking process is done in part to reduce microbial life on the surfaces of meat, grains, vegies, etc.

Drying is another process that moves materials in the direction of reduced activity of the organisms in the material, but may not actually result in sterile conditions.

As long as we do not provide the condtions to allow growth of the remaining organisms after sanitizing the surfaces then decomposition will not occur.
