Thank you so much for the report, Ted.  Very useful information. 

Just as an aside, there is significant carbon in biosolids.  If the bio-solids have digested (composted) already, the carbon that is present is recalcitrant, and not easily used by bacetria. 

High N MAY be present, if the biosolids haven't sat around and been anaerobic for a long time. 

The simple sugars, and other simple carbon sources have been used up in digested biosolids.  Bacteria need those simple food resources to grow, and tie-up the N, S, P, etc in their biomass.  So adding sugar gets things started again. 

And it is VERY important that you did the work, and can set the EPA on the right track to figure these things out.  But you are right, that upper level administrators in the EPA and the USDA are mis-interpreting your results.
