My reason for not tilling in is all I've read about
anaerobic decomposition underground.

On top of the soil you have plenty of air around the
particles so little if any anaerobic problem. My
belief has been that the organisms which are naturally
in almost any soil will begin to break down this food
source. ACT can only enhance the process of turning
this debris which is similar to what would be found on
any forest floor into soil.
