I know that journals eventually run out of copies of past issues and these
become difficult to replace.  Nevertheless, many publishers would look
askance at another institution's establishing an archive copy of their
journal if that meant that the archive would provide additional copies of
old issues, whether for cost or for free.  This would approach a violation
of copyright.

Related to that, we--in the library, not the archives--have occasionally
in the past made an "archives" copy of a video or a microfilm so we could
reproduce an additional user copy if the first wore out.  I indicated that
unless we had made the original, we were likely infringing upon the
copyright of the owner.
