Yes, almost too numerous to count. Review the CFR and also review the
schedules maintained by NARA. Each agency should have an RMO. Check out this
link http://www.nara.gov

The retention of the electronic files and emails depends upon the records
series that they belong to.

Backup data is different from records retention. Backup data is needed for
recovery purposes and therefore does not require long-term retention.
Generally backup tapes are rotated on a regular basis depending upon the
system requirements. is it a daily, weekly or monthly backup?
